Planning Meeting Minutes- Monday 30th April 2018

PLANNING MEETING OF THE PARISH COUNCIL HELD IN THE PAVILION ON MONDAY 30TH APRIL 2018 AT 8 PM

Present: Mrs Glasse, Mrs Mallows, Mr Watterson, Dr Sinnett-Smith and, in the Chair, Mrs Handley.

  1. Apologies for Absence were received from Mr Clive Dalton, Mr Steve Dinsdale, Mr Matt Prince and Ms Kieran O’Callaghan
  2. Declarations of Interest were received from Mrs Glasse and Mrs Mallows for the Recreation Ground Committee.
  3. S/1076/18/VC
16 Harlton Road, Little Eversden, Cambridge, CB23 1HB
    Mr Adam Swallow
Variation of Condition 2 (approved plans) of planning permission S/1331/17/FL for demolition of existing 3 bed dwelling and erection of two detached replacement dwellings.

This item was put back on the agenda following information received from the Public highlighted that a further variation had not been discussed by the Parish Council.  The variation involved the rear single storey extension being extended the length of the house.  If this were granted permission the property could then be developed further to full height without further permission as it was under 3m.  The neighbouring properties were concerned about this and the Parish Council RESOLVED to write to SCDC and request an extension on the application and complain that the variations were not properly highlighted.

4.  S/1185/18/LB
18, High Street, Little Eversden, Cambridge, Cambridgeshire, CB23 1HE
Mr Robin Hesketh

Demolition of existing porch and replace with new enclosed porch and new internal door.  Demolition of existing rear wall and replace with near rear entrance screen.  Re-roof single storey link.

Mr Hesketh attended the meeting and explained the nature of the work that would be carried out under the application.  The Council RESOLVED to unanimously support the application.

5. S/1412/18/FL
49 Harlton Road, Little Eversden, Cambridgeshire, CB23 1HD
Mr & Mrs P Bicheno
First floor extension (raising roof height) and single storey side and rear extension.

Following discussion the Council were concerned about the effect on the neighbouring property due to overshadowing.  It was very difficult to ascertain the height of the proposed extension as no measurements were on the plans.

It was RESOLVED to unanimously OBJECT to the plans and to refer them to the Planning Committee on the grounds of overshadowing.

6.   S/1483/18/PA
Agricultural Barn, Merry’s Farm, Wimpole Road, Great Eversden
CB23 1HR
Mr & Mrs Rolph

Prior approval for proposed change of use of agricultural building to a dwelling house (Class 3) and for associated operational development.

There was a large portion of the plans that were unidentifiable.  The Clerk will contact the Planning Officer, Aaron Sands and clarify this building.  The Council RESOLVED to unanimously object to the plans on the grounds of:

    • Outside the Village Envelope
    • Lack of information for large part of the building
    • Inappropriate development.
    • Concerned had also been expressed to the Clerk on the impact of further construction traffic on Wimpole Road.

7.  S/1235/18/FL
Land east of 12 Church Lane, Little Eversden, Cambridge, CB23 1HQ
Proposed erection of a live/work unit with associated parking and landscaping including the demolition of silos.
Mr T Banks, Eversden Construction Ltd

Once again this item had been revisited due to the fact that there was such strong feeling from residents the Council unanimously RESOLVED to refer the application to Planning Committee.

Mrs Handley closed the meeting at 9 pm.
