Parish Council Meeting: Monday 15th October 2018

MINUTES OF THE FULL PARISH COUNCIL ON MONDAY 15TH OCTOBER 2018 AT 8 PM IN THE PAVILION.

Present:  Mr Dinsdale, Mr Prince, Mrs Mallows, Mrs Handley, Mr Oliver, Mrs Glasse, Ms O’Callaghan and in the Chair, Mr Dalton

Apologies for Absence were received from Mr Dinsdale.

Open Forum for Public Participation (10 minutes)

The minutes of 3rd September 2018 and planning minutes of 1st October 2018 were approved as a true and accurate record.

Mr Oliver declared an interest in Item 8(a).

Cecilia Murphy-Roads introduced herself as the Development Officer for the South West Patch at SCDC working with Jason Clarke. Their remit was to help Parish Councils with cross parish projects, funding and emergency planning and, if they are unable to help, put the Council in touch with who can.   The Clerk will forward the Eversdens emergency plan to Cecilia and in return she will send us guidance on the Marsh Close Firework project.

Matters Arising & Clerks Update

Timebanking:  It was agreed that the Eversdens currently do well in this area and we should continue to grow what we currently do.

Marsh Close Firework Factory: It was agreed to seek guidance on Community Right to Build Orders and research planning policy regarding Brownfield sites.

Parish Planning Forum: 30th October 2018: Mr Prince and Mr Oliver will attend the meeting and raise the issue of the Brownfield site at Marsh Close.

Annual Governance and Accountability Return 2018: The Clerk reported that the Annual Return had been received back from PKF Littlejohn with no action points.

The Clerk requested an update regarding the Recreation Ground. Mr Dalton informed the meeting that the Village Hall were in support of the new building and it was possible it could be funded by a Public Works Board Loan as well as the Football Association.  It was agreed that a Village Strategy needed to be published in Tailcorn.

Coalition of Parish Councils Request

It was agreed to support the letter as proposed by Bourn Parish Council to send to the Secretary of State.

Mr Oliver left the meeting whilst the discussion took place.  The Council voted to SUPPORT the application unanimously.

Outline planning permission for demolition of single dwelling and outbuildings with all matters reserved except for access for 2 dwellings.

The application was discussed and it was agreed that the proposal was within the village envelope. Mr Prince recommended we SUPPORT the application and this was seconded by Mrs Handley. The vote was carried by the majority.

Both items were agreed for approval.

Correspondence

The Clerk had received correspondence regarding OSP148.  They are hopeful that the plans will go to the November meeting.  It was resolved that Mr Dalton will speak and attend on behalf of Parish Council

District and County Councillor Reports

Cllr Van De Weyer’s report was circulated.

Next Meetings: Planning, if required, Monday 29th October & Monday 12th November and full Parish Council meeting on Monday 26th November 2018.4

The Chairman closed the meeting at 9:04 pm.
