The first meeting of the newly elected Parish Council was held in the Village Hall on 14th May 2012 at 8pm.

            Apologies: Mr White

            Present: Mrs Handley, Mr Huddleston, Mrs Glasse, Mrs Pritchard, Ms O'Callaghan, Mr Dinsdale, Mrs Spencer, Mr Tebbit, and, in the Chair, Mr Dalton. Cl. Kindersleywas also present and Cl. Page arrived later.

1.         Acceptance of Office forms were signed by all members present.

            Declaration of interest forms were circulated to be returned at the next meeting

2          Mr Dalton was elected as Chairman

3          The following Officers were appointed for the year:-

5.         Minutes of the meeting held 0n 2nd April 2012 were approved and signed.

Matters arising from the Minutes

6          Land Registration of Parish Property Declaration and Road at St Helen's Transfer. The Chairman reported that he and Miss Sach had visited the solicitors and each had decided their next actions. Mr Dalton will contact Amber Developments re Title and Hurst Land Surveys re alterations to plans. Ashton KCJ will send existing plans to Land Registry.

7          Telephone Boxes: Mr Blatch has carried this out.

8          Cycle Path Eversden to Comberton  No progress. The Chairman will continue to press the agents of St John's College.

9.         Bench at Bus Shelter.  Mr Blatch was attending to this.

10        40-30mph progress There have been no objections so far. The scheme will be advertised again and it will go ahead if there are still no objections.

11.       OSP148 State. The Chairman reported that he had been in contact with SCDC who informed him that the issue of a Planning Approval letter had been stopped by a solicitor's letter informing them of a possible Judicial Review. The chairman agreed to write to SCDC Planning to find out how long the request for a Judicial Review would be allowed further to delay the issue of the decision notice.

12.       Emergency Planning Mr Huddleston and Mrs Glasse had been working on this and hoped to circulate some draft material and suggestions to members.

13.       Car parking in Harlton Road.  It was hoped that the illegal parking had ceased.

14.       Burghley Park Invitation for 13 June.  As there had been no response, the invitation was declined with thanks.

15.       Letter of thanks.  It was agreed that a letter of thanks be written to Mr Tony Richford for acting as Internal Auditor. The work that he has carried out kindly and without any remuneration is much appreciated.

16        Dog Control.  Following complaints about insufficiently controlled dogs on footpaths, temporary notices have been erected on some.  This seems to have led to an improvement.  It was agreed that the notices should not be permanent, but might be removed at the time of the next meeting, and re-erected if the situation again deteriorated.

17        Parking problems at junction of High Street, Little and Harlton Road.  Cars parked close to this junction by walkers and occasionally by residents are creating a hazard. The Chairman agreed to investigate the matter with the Highways Dept.

18        Liz Heazell  The Chairman read out a letter from Mrs Heazell thanking members for the card and their good wishes and for the beautiful gardenia plant sent to her by members in gratitude for all the support which she has given in the past eight years.

19        Street Lighting.  The Chairman reported a meeting on the new Street Lighting arrangements to be held at CVC on 20th June 2012.

20        Sustainable Communities Act Amendment Act 2010. Resolved that no response should be given to this.

21        Island on the A603.  This was under consideration by the Highways division. It was also suggested that a 50mph limit from Orwell (or the bottom of Orwell Hill) to the junction with Washpit Lane would be helpful; and in addition that road markings such as 'crocodile teeth' might improve the safety of the junction. The Chairman agreed to investigate the matter further with the Highways Division.

22.       75 Bus Route.  Whippet were reluctant to change the route to include Great Eversden.  Cl. Kindersley offered to provide a copy of Harlton's survey of bus use. This was welcomed.

23.       Recreation Ground Improvements. Mrs Glasse said that it would be possible to report more fully at a later date. On the advice of the ROSPA officer, who happened to be present, a party of golfers were warned off and it was planned to put up more notices banning golf as an unacceptable hazard.

24.       Planning

            Extension at 4 Kingston Road.           Approved.

25.       Finance.

A statement of accounts had been circulated.  It was agreed these accounts be adopted.

It was noted that the subscription to the Ramblers' Association had doubled from £45pa.  Agreed to write to the Ramblers saying that this increase was too much.  As a Parish Council, which has an active Footpath group, we greatly appreciated help with maintenance of footpaths, but did not particularly benefit from their other activities. Would it be possible to set up a scheme that would be of use to public bodies?

26.       Jubilee Celebrations. It was agreed that the sum of £50.00 be donated towards the celebration.            LGA 1972 s145

27.       Cl. Kindersley reported that the 40-30mph project may be approved by the County Council.

            He also stressed the importance of as many people as possible notifying Connecting Cambridge on the CC web-site to say they wished to participate in the superfast broadband scheme.

28.       Cl. Page was welcomed by the Chairman.  He stated that it was his intention to attend meetings only when matters directly affecting the District Council were an issue.  He had no interest in regular parish business. Agreement made that Mr Page would communicate District Council events by e-mail report, and liaise with the Chairman if he wished to attend a meeting

29.       Correspondence.  In circulation.
