A meeting of the Parish Council was held in the Village Hall on 17th September at 8pm.

            Apologies: Mr Huddleston, Cl. Page.

            Present: Mrs Handley, Mrs Glasse, Mrs Pritchard, Ms O'Callaghan, Mr Dinsdale, Mrs Spencer, Mr White, Mr Tebbit and, in the Chair, Mr Dalton.

Cl. Kindersley was also present

            Minutes of the meetings held on 6th August and 3rd September were approved and signed.

Matters arising from the Minutes

1          Land Registration of Parish Property Declaration and Road at St Helen's Transfer. The Chairman reported that the deeds of the land outside the West wall had been lost, but that the appropriate form (ST1) for lost deeds is being filled in and submitted.

2          Cycle Path Eversden to Comberton  Savill's have once again been asked to contact St. John's College.

3          Bench at Bus Shelter.  Not yet repaired.

4          Emergency Planning Mr Huddleston and Mrs Glasse Mrs Glasse reported discussions in which a number of issues had been considered. e.g. What constitutes an emergency, failure of electricity or other services, a serious accident, etc. ?  A package suggesting procedures, an emergency centre, particular facilities available in the village (a generator?) and a list of useful contacts should be prepared and up-dated regularly.  These questions will be discussed at future meetings and a paper produced.

5          OSP148 The Chairman reported that he written to the Chief Executive of SCDC asking for a reply to our letter regarding this Planning Application. After issuing a sharp chaser he had received a verbal description of the process from Mr G Duthie, Head of SCDC Legal Team, which had been circulated.  It was agreed that the Chairman write again to the Chief Executive asking why, since the Planning Committee had passed the application, the Planning Letter had not been issued. (a letter of explanation has now been received and circulated).

6          Ramblers' Association Response.  No response, but the July issue of their magazine had been received.

7          Liaison with Harlton about A603.  Mr Dinsdale said there was nothing to report at present since we were waiting for the result of the 30mph change.

8.         Broadband.  Mr Jack McCullom had agreed to act as an additional 'Champion' in the villages to encourage as many households as possible to register for faster broadband.  At present 42% had registered in Great and 33% in Little – a larger number although a smaller percentage.  He would keep the Chairman informed of further developments for our information.  Meanwhile everyone was urged to encourage friends and neighbours to register.

9.         PCC Representative.  Mrs Pritchard was unanimously appointed.

10        30mph state and possible mini-roundabout at the High Street/Harlton Road junction. Expectations for September but nothing yet to report.  Request for a roundabout will wait until 30mph is a fact.

11        Replacement of Parish Clerk.  This would be considered at two meetings of the Council on 1st October and 15th October.  The closing date for applications is now 1st October.

12        Recreation Ground Report Mrs Glasse reported that the Connections Bus subsidy had been withdrawn.  This would mean that the cost would be doubled fro£120 per visit to £240 per visit.  It would be possible to arrange for fortnightly visits, but when this had been done before it led to confusion of dates and a large droop in attendance.  Weekly visits are valuable and much appreciated.  It was agreed to wait for more information before any further discussion took place.

            Mr White asked about the project for a recreation area for older children. He was told that there was nothing firm yet, but plans were being developed.

13        Finance.

14        Cl. Kindersley spoke about the Local Plan Questionnaire.  There was some discussion about whether the PC should send in a general view but it was agreed that members should respond individually.

            He also stressed the importance of supporting the demand for faster broadband.  It is said to add £10.000 to the value of a house.

            The Cambridge Transport Strategy Plan was a serious concern for its impact on future transport.  He warned that 18 and 18A were under review and could be withdrawn next June.  They were well-used in the mornings and we must be prepared to raise strong objections.

15        An additional matter was raised from the floor.  It was noted that No 9 Church Lane was up for sale.  Footpath 25 runs through its garden and the PC was asked whether the agents were aware of this fact.  The Footpaths Officer replied that he had already written to the agents to point this out and asking them to acknowledge his letter.

15th October at 8.00 to review candidates and decide on appointment.
