A meeting of the Parish Council was held in the Village Hall on Tuesday 7th September 2004 at 8pm.

Present Mrs Handley, Mrs Clemmow,  Ms Hayes, Mr Ellis, Mr Blatch, Mr Tebbit,  Mr White and, in the Chair, Mr Dalton.  D.Cl. Mrs Heazell was also present

Apologies  received from Miss Sach and Mr Tony Bane

Minutes of the meeting held on 19th July 2004 confirmed after an amendment to Item 15 to read 'Miss Sach to pass this information on to the Recreation Field Committee for them to contact County Council'.

Matters Arising

1                    Harlton Road Notice Board The Chairman to contact the timber merchant again.

2                    Footpath No. 18 The County Council had been requested to approve the re-alignment of  this path.

3                    Footpath 25   Nothing further to report.

4                    Footpath 13 The requested information has been given to the County Council and they have now to require BT to remove the telephone poles obstructing the roadway

5                    Parking in Wheelers Way. In the hands of the District Council. Nothing further to report.

6                    Verge cutting Miss Hayes and Miss Rutland to continue to examine the state of the verges with regard to grass cutting and conservation. They will report back with recommendations.

7                    Recreation Field Hedge Cutting As previously reported, this is now in the hands of the recreation Field Committee

8                    Speed Restrictions, survey report Mrs Handley reported that a circular had been delivered to every household in the villages outlining three possible schemes, Scheme A, Scheme B and Scheme C, which was to do nothing. 127 replies had been received, 28 in favour of Scheme A, 68 in favour of Scheme B and 30 in favour of Scheme C. After much discussion the Chairman proposed that scheme B be accepted, including the two interactive signs in Harlton Road. This was carried unanimously.

9                    Grants from. Conservation Section of SCDC. Cl. Mrs Heazell reported planning permission would be required to replace the wall at Great Eversden Church and it would have to be rebuilt with clunch.  Grants were available. Dr Nicholson spoke and said that he had also discussed the matter with the District Council and was told - 'no railings, no fence, only reinstatement of original clunch wall. Planning permission would be refused for anything else.'

10                Litter from Green Bin and box collection. This is still a problem, especially in Wimpole Road. Cl. Mrs Heazell to investigate the matter further.

11                Emergency Water Supply. Following the receipt of a pamphlet which was circulated to householders on the question of emergency water supply in a crisis, it was agreed to discuss this further at the next meeting when Miss Sach would be back.

12                Dates of Meetings Agreed to accept the dates outlined by Mrs Handley for 2005.

13                Short term road closure for Radio Telescope moving. Notice from the University of Cambridge of their intention to move 4 dishes for repositioning received. This will necessitate local roads being closed for short periods. It is hoped the work will be carried out during late September or early October.

14                Finance. Agreed the Clerk's salary be brought up to date with the latest salary scales set out.  Carried unanimously.

The Clerk also reported a cheque for £575.54 received for recycling.

The Chairman also reported that he had received a cheque for £4 rent from Mr and Mrs Coxall, Chapel Road, for an allotment. The cheque was passed to Mr Tebbit.

15                The Chairman reported the question of maintaining the churchyard had been raised and that there was concern about fallen headstones. No relatives could be found to raise one leaning one and he felt steps should be taken to make this safe. Agreed to discuss the Council's responsibilities in Health and Safety in the churchyards more fully at the next meeting.

16                Planning Application. Church Farm, Little Eversden. Revised plans. Approved. Planning Results

Upware Marina. St Helen's, Lowfields. Demolition and rebuilding of existing bungalow. Granted.

Dr and Mrs Cronk, 14 Harlton Road. Extension. Granted

Village Hall. Alterations to toilets to create facilities for wheelchair users. Granted.

Mr A Buckingham, 10 Harlton Road. Erection of 2 dwellings and garages following demolition of existing dwelling. Granted
