July 2005 at 8pm.

St Helen's Church Parking.

Footpath 20 gritting
The grit has been delivered Mr Tebbit will organise spreading with members of
the Young Farmers Club.

Bus Shelter Repairs.
Mr Blatch reported that he had carried out the repairs.

Orange Mast and Asbestos.
There is still a problem with asbestos removal. The Health and Safety Authority
are involved, but are not being particularly helpful. The Parish Council has
done all it can.

St Helen's Church Bells.
The Chairman reported that a letter had been written to the developers informing
them that the church bells were being restored and would be rung once more. This
should be made clear to prospective buyers of the neighbouring houses.

Planning Procedures
Under new planning guidelines it is recommended that every planning application
should be discussed at a public meeting within 21 days of its receipt. The P.C's
present procedure is to visit the neighbours affected to show them the plans and
to post a notice about the planning application on all notice boards. Residents
are encouraged to send their views to the planning authority at SCDC as well as
informing the PC. A public meeting is always arranged to discuss a seriously
controversial application. It is thought that this procedure is efficient and
more practical than discussion at frequent public meetings, but the Council will
consider the matter further.

Post Office
The suggestion of a travelling post master to hold sessions at 38 High Street
Little Eversden was discussed. The P.O. was anxious to establish how much use it
would get and how many opening hours would be needed. This almost impossible to
estimate, but members were asked to get in touch with the Chairman if they have
any ideas or suggestions

Mail Delivery Great Eversden This was still being run on a temporary basis. It
was hoped that a new appointment would be made for a postman in the near future.

BT Telephone Box
It was unanimously agreed to support BT's proposal for a cashless
conversion of the telephone boxes

Tennis Court Recreation Ground The Council agreed to this proposal in principle.
It will be discussed in detail at the next meeting of the Recreation Field
Committee

Trafalgar weekend Oct 21-23 Miss
Sach reported on a proposal that a permanent beacon be erected on the Recreation
Field as a feature and used to celebrate Trafalgar Day. This proposal was
approved by the Council who also agreed to underwrite the cost of ca:£100 for
materials.

Village Sign
Miss Sach reported Mr Ted Clark had carved the wheatsheaf for the sign and Mr
Harland had helped to attach it. Mr Harland had also cut the beech hedge
surrounding the sign. Agreed that the Clerk write and thank them both.

Village Website
It was agreed that the approved and signed minutes be placed on this
website

Affordable Housing Mr
Ellis declared an interest in the proposal by the Land Partnership for the
development of three sites in the village, two of which belonged to him. It was
agreed to discuss this further when more information is available.

Pavilion. Proposed use for coffee mornings Mrs
Handley raised the question of whether, now the shop is closed, that a meeting
place, perhaps once a week, might be acceptable to many people in the village.
The Council agreed to support this suggestion and Mrs Handley will research the
matter further.

Plot 3 at Church Farm, Little Eversden. Revison and
Sale Scheme
The Council was still greatly concerned that there
was no stated provision for car parking for the church in the proposed scheme.
The Chairman reported that he had received a letter from Amber Developments
offering to transfer a stretch of land by the Church Wall to the PC on condition
that permanent rights of way across it were granted to Mr and Mrs Sale, Mr Banks
and the residents of the projected houses.
This would be a satisfactory solution to the problem, and should be
pursued.
Mr Sale's scheme was discussed, but met with little
support.

Cl. Mrs Heazell
reported that no decision had been reached on the threat to cap SCDC's proposed
Council tax. This was delaying decisions about the Housing Options

She also
reported that the future of OSP148 is still under discussion. One proposal is
that it should be let short term, i.e. three to five years

The Church Wall
Mr White asked about progress. A scheme had been worked out and a decision on it
from Ely was expected on 25th July
