A meeting of the Parish Council was held in the Pavilion on 27th June 2011 at 8pm.

Apologies: there were no apologies

Present, Mrs Handley, Mrs Glasse, Mr Dinsdale, Mr Huddleston, Mr Blatch, Mrs Hobbs, Miss Sach, Mr Tebbit, Mr White and, in the Chair, Mr Dalton.  Cl. Mrs Heazell was also present.

Minutes of the previous meeting held on 16th May were agreed and signed.

13        Planning Application.  SCDC for OSP 148 Consideration of final plans.

Full documentation of the plans had been circulated to all members of the Council before the meeting, and a copy of sections of it was on display in the Pavilion.

As a number of interested residents were present, members of the PC agreed to adjourn the meeting for a short period to listen to their views.  Attention was drawn to the recent report on the web site at www.saveosp148.co.uk outlining the history of this site.  This contained many incorrect statements.

Very strong views both for and against were expressed.

After this discussion, the members closed the public participation session and resumed the Council Meeting.  Members were asked their views on the proposed final plans.  The Chairman proposed the adoption of these plans as modified by comments in writing read out at the meeting, particularly with reference to lighting and car-parking.  The preservation or improvement of as much as possible of the hedge bordering the road was regarded as of major importance. The resolution was passed with 9 votes for and one against.

Matters arising from the Minutes

1          Nixon's Hall Tablet. Mrs Handley had prepared a computer-generated replica of the original format and wording as well as a brief explanation of Frank Nixon's gift to the Villages.  She had obtained an estimate for framing them separately at a cost of £25 each so that they could be hung in the Village Hall.  It was suggested that Briar Security System Ltd., currently operating in Nixon's Hall, might also like to purchase a set for themselves.

2          Land Registration of Parish Property Declaration and Road at St Helen's Transfer. Miss Sach reported that she had been able to supply all the information required by the solicitors.  She and the Chairman were dealing with this.

3          Standing Orders  It was agreed to leave the present ones unchanged for the time being.

4          Cycle Path Eversden to Comberton Some progress is being made with a possible route agreed. Support is being sought from the National Trust and a letter written to the agents of St John's College who own some of the land.

5          Recreation Ground development.  Mr Blatch said there was little to report.  They had now got a quotation for the proposed youth shelter.  They will discuss this with Mr Ellis, but were not going to seek a grant from other sources.

6          Telephone Boxes: Mr Blatch has this in hand..

7          Bin Collection at Low Close Mrs Heazell reported that she had discussed this problem with SCDC and hoped that the matter had now been resolved and that the refuse lorries would drive into Low Close.  Residents would receive a letter to inform them.

8          Village sign Mr Blatch reported that he was satisfied with the present arrangement.

9          Noticeboards.  Following Mrs Marshall's example of adopting a Noticeboard in Harlton Road near the Doctor's surgery, removing out-of-date notices etc. volunteers were sought for the adoption of the other two.  Miss Kate Green and Mr Derek Blatch both volunteered to look after the one by the bus shelter in Harlton Road and consideration would be given to the one opposite the Hoops after the necessary repairs had been made.

10        30 mph speed limit.  New rules have been brought in and if a PC wants to change a speed limit it must bear the full cost.  It was agreed to form a group of Parish Councillors to investigate fully what is involved and report back to the Council.  Volunteers were Mr Blatch, Mr Tebbit, Mr Dinsdale, Mr Huddleston and the Chairman.

12        Finance

14        Mrs Heazell reported that the Job evaluation Scheme at SCDC had not gone well.  There had been further consideration of the decision to withdraw the 75 bus, as the effect on those travelling to work and to College had been established.

New treasurer of allotments to be appointed.

Attention to footpath 22 required.
