The
Annual Parish Council Meeting was held in the Village Hall on Tuesday 27th
April 2004 at 8pm.
Apologies were received from Mr Bane and Mrs Clemmow
Present: Miss Sach, Mrs Handley, Ms Hayes, Mr Ellis, Mr
Blatch, Mr Tebbit, Mr White and, in
the Chair, Mr Dalton. Cl. Bryant
was also present.

Minutes of the meeting held on
9th March and 5th April read. Mr Ellis disagreed with Item
2 of 9th March minutes, saying that there was no agreement reached in
his hearing on this matter and that the minutes were not a true record. After
discussion the minutes of 27th April were to be amended as above and signed.

Recreation Ground Constitution. The
Charity Commissioners' Policy on Payment to Trustees had been circulated to all
members. Agreed to use this policy as justification for action to be taken.

Harlton Road Notice Board This
waiting for wood to be delivered.

Great Eversden Church Wall. A reply from the Ely Diocesan Authorities awaited.

to write to Mrs Duncan at SCDC requesting her to have Ivett's Close included on
the Wimpole Road nameplate

Recreation Ground Car Park. This being dealt with by the Recreation Ground
Committee..

New Wood proposed up Wimpole Road. Information on this already circulated to members.
It was agreed to support this in principle and, at a later date, to request a
map showing the area. It would be of interest also to know the type of trees
proposed.

At this
stage the agenda was suspended to allow P.C.
Bradley to speak and report on his work in the Eversdens. On the whole, they
were quiet villages. The question of hare coursing arose and he pointed out that
hare coursing itself was not a crime – the crime was if they damaged property.
It was useful to report incidents. Mention was made about motor cycling on Pound
Drift and motor-bike speeding in High Street, and he will take this matter up
when he can be supplied with more information and names.

Frank
Moriarty's letter re motor Bikes on footpaths (eg Pound Drift), and the red car
and motor-bike speeding in High Street would be dealt with by P.C.Bradley when
names had been emailed to him.

Footpaths 18 and 25.
Members strongly supported the change to Footpath 18 and hoped it could be
implemented as soon as possible, without problems. It was however, important
that changes to Footpath 25 should also be actively pursued, but these should
not be allowed to delay action on Footpath 18

Kitchen Waste Bins.
The proposed supply of these to residents has been put on hold. These to be
provided free of charge, but will have to be collected by households who want
them

Village Hall Disability Discrimination Act. Under this act the toilets in the Hall will have
to be converted. The relevant planning application for this work has been signed
and submitted by the Chairman of the Council

Finance.
Confirm
and minute Parish Council's policy on reserves. It was agreed the reserve should
be approximately equivalent to one year's routine expenditure.
It
was also agreed that Mr Frank O'Keefe be appointed Internal Auditor. Mr O'Keefe
had attended a seminar for Internal Auditors and he will use the information
gained when dealing with our accounts.

Miss Sach
reported BT had immediately repaired the glass in the telephone box in Harlton
Road which had been vandalised and asked if the Clerk would write a letter of
appreciation for their prompt response. This agreed.

Councillor
Bryant reported that the Council were moving to their new offices in Camborne
the following week. An Open Day is being held on 26th June for
visitors. A One Stop Shop will remain in Regent Street for those unable to reach
the new premises.
Local
Elections will be held on 10th June and the same time as elections
for MEP
SCDC
supported the Guided Bus proposals and were working to develop Community Stategy
and Strategic Risk Management, as well as revising their Constitution.
They
were also much involved with the problem of Travellers camping at Cottenham and
Histon. This was now becoming a National issue.
