A meeting of the Parish Council was held in the Village Hall on 25th June 2012 at 8pm.
Apologies: None
Present: Mrs Handley, Mr Huddleston, Mrs Glasse, Mrs Pritchard, Ms O'Callaghan, Mr Dinsdale, Mrs Spencer, Mr White, Mr Tebbit, and, in the Chair, Mr Dalton. Cllr Kindersley was also present. Cllr Page did not attend.
Minutes of the meetings held on 14th May and 28th May were approved and signed.
Matters arising from the Minutes
2 Land Registration of Parish Property Declaration and Road at St Helen's Transfer. The Chairman reported some progress was being made. Mr Dalton will contact Amber Developments again re Title and Hurst Land Surveys again re alterations to plans.
3 Cycle Path Eversden to Comberton Savills contacted again, but no further progress.
4 Bench at Bus Shelter. Agreed that the Chairman should ask Mr Blatch if someone else could be approached to finish this off.
5 OSP148 The Chairman reported that he had been in contact with SCDC. The legal officer said he is busy with other Judicial Reviews. The Planning Officer is waiting for a final submission from Accent Nene. The Chairman will contact Accent Nene to urge them too supply the necessary information. Once this is received a formal letter will be written to SCDC requesting an official response.
6 Emergency Planning Mr Huddleston and Mrs Glasse have been working on this. They had a few responses and plan to advertise a further meeting when plans would be available
7 Dog Control. Initially the temporary notices had been very successful. But they had now been removed and the problem of over-friendly dogs has recurred. After considerable discussion on whether notices should be replaced either as permanent or temporary notices, it was agreed that a slightly revised version of the former notices should be put up to see if they were again effective. The notices would again be temporary and on fewer paths.
8 Training. The cost of Training Sessions would appear to be expensive. Mrs Pritchard and Ms O' Callaghan agreed to learn more about them and to circulate the result. In the meantime the Clerk circulated to new members a copy of the Good Councillor's Guide which is a very comprehensive booklet and covers all the matters dealt with in Training Sessions.
9 Street Lighting. The Chairman reported he had attended a meeting on the new Street Lighting arrangements on 20th June. The County Council has transferred all their street-lighting to Balfour Beatty for a 25 year period as a PFI. Lights were being replaced in Cambridgeshire and provision made for dimming during the small hours. South Cambridgeshire District had simply bought an annual maintenance contract from Balfour Beatty
10 Road improvements. No objections have been raised to the 30mph proposed scheme. It has to be advertised again, but should then proceed.
A mini-roundabout was suggested at the junction of High Street and Harlton Road, but it was decided to defer this until the 40-30 scheme had been implemented. Cl. Kindersley suggested that it would be useful if Eversden could co-operate with Harlton about plans for the junction on the A603.
11 Ramblers Association. No response to our comments had been received, though we heard that similar comments to ours had been made to Ramblers.
12 Recreation Ground Mrs Glasse reported that their AGM would be held on 27th June. There had been some trouble at the pavilion with a group of youths breaking in. They had done no damage, but the matter was now in the hands of the police. She also wished, on behalf of the Recreation Ground Committee, to thank the Parish Council for their donation of £200 towards the Jubilee Celebration, Mrs Lindi Wood for all her work to make the day such a success and to Paul Tebbit and Derek Blatch for building and lighting the Beacon.
13 Planning
Extension at 4 Kingston Road. Approved by SCDC
14 Finance.

15 Cl. Kindersley spoke about the Street `lighting management and the proposed reduction in grants for affordable housing.
He also stressed the importance of as many people as possible notifying Connecting Cambridge on the CC web-site to say they wished to participate in the superfast broadband scheme. The link is given in the SCDC magazine.
It was agreed to include a flier about this in the forthcoming Tailcorn.
He also strongly recommended that we should study the Local Development Framework Plan so that we can discuss it at our next meeting. The link to the on-line version is:
