A meeting of the Parish Council was held in the Village Hall on 23rd February 2009 at 8pm.

Minutes of the meeting held on 12th December 2008 and the planning meeting on 26th January 2009 were agreed and signed.
Matters arising from the Minutes
1 Nixon's Hall Tablet. This is being repaired.
Land Registration of Parish Property. This is in the hands of the solicitors.
Hedges at 2 and 11 Wheeler's Way It is understood that the Housing Officer of SCDC will visit No 2. Mr Kilker will continue to try to contact the resident of no 11.
Road at St Helen's Transfer. This is in the hands of the solicitors.
Allotment Organisation. A circular had been sent to all residents in both villages drawing attention to the fact that the allotment area is available and asking if people were interested in regenerating it. Mrs Hobbs reported that she had received 12 enthusiastic replies. The area requires a considerable amount of work to clear it, and it is suggested that potential holders might meet for a series of weekends to start clearance for cultivation. A public meeting of those interested will be held. The allotments are a Great Eversden Charity, but it is believed that residents of Little Eversden will be eligible to hold allotments. It was further resolved that despite the ambiguity of the relationship between the PC and the Great Eversden Parish Meeting work would continue as time in spring was of the essence.
Electricity Pole outside No 22 Lowfields. This has now been removed.
Village Plan Mr White reported that the questionnaire had now been circulated in both villages. 18 replies had been received so far.
Standing Orders Revision. This will be dealt with when time permits
Information FOI new compulsory model and template. This will be completed.
2. Police Liaison A meeting of both Speedwatch and the Police Liaison Group had been held in Gt Eversden Village Hall on 21st January 2009. The terms of Speedwatch had been altered to include villages with 40mph speed limits and to allow volunteers to operate in their own villages. Mr Kilker had already volunteered but was still awaiting confirmation from the Police. It is understood that a recent speed check had been made in the village, but no result was yet available.
Mobile Speed cameras. Suitable locations for these had been requested by the roads policing unit, but our request for one at the Wheatsheaf had been met with a response that there were only two such cameras to cover the whole of Cambridgeshire. Nevertheless, it was reported that there had been monitoring at this location.
Cl. Kindersley reported on the number of traffic offences recorded by the police – e.g. not wearing seat belts, talking on the telephone – but only three people had been caught for exceeding the speed limit.
3.. Trust Fund proposed by Mr David Ellis. In the absence of Mr Blatch, Mr White reported that Mr Ellis had drafted a document for the Recreation Ground Committee which sets out the objectives of his Trust and the funds available which can be used for various projects.

5. Planning Applications
Mr & Mrs Hobbs, Chapel Road, extension refused by SCDC
The Hoops. Retrospective permission for take-away service. Granted by SCDC
Hill House Farm Kingston Rd. Gates. The PC agreed that these were again inappropriate for the countryside and recommended refusal, although they were sympathetic to the need for security.
4 Ivett's Close Gt. Eversden, extension. Approved by PC
21 Harlton Road, extension. This was a modification of a previous application. The PC agreed with the comments made by SCDC on the original refusal and therefore recommended refusal of this modification.
13 Finch's Field, extension. Approved.
The entrance to Low Close had now been properly constructed and vehicles were now parking on site.
6. Reports from Councillors
Cl. Kindersley had produced an email report which will be forwarded to members. He mentioned that the CC Council tax increase of 3.9% most of which will go into reserves. There will be a meeting of Rail Users at Meldreth on 3rd March to protest about fares and travel conditions. Air Traffic: there will now be further consultaion.
Cl Mrs Heazell reported a 4.9% increase in Council Tax and her concern about how the Cabinet proposed to use funds to help business firms in difficulties. It was agreed that money should not be expended on this but instead used to support organisations which helped individuals, such as the CAB. The Chairman to email the Chief Executive, Mr G. Harlock to express this resolution.
She also reported that she and Cl. Kindersley had met with the Head of Transport about the problems with the 75 bus. They had had an affable meeting, but no improvement was yet noticeable.
