A meeting of the Parish Council was held in the Village Hall on Monday 21st February 2005 at 8pm.

Present Miss Sach, Mrs Handley, Mr Ellis, Ms Hayes, Mr Tebbit, Mr Bane, Mr Blatch, Mr White and, in the Chair, Mr Dalton. Cl. Mrs Heazell and Cl. Wilson also present

Matters Arising

1                    Harlton Road Notice Board. This is now ready to be installed and will be organised by the Chairman and Mr Blatch

2                    Wheeler's Way Car Park Extension Two options were put forward by the District Council and it was agreed that Option A be chosen. This will give more car parking facilities. Cl. Mrs Heazell to convey the initialled drawing.

3                    Footpath 13. Ivett's Lane. Nothing further to report. BT have not moved the pole.

4                    Verge cutting Miss Hayes reported that she is making progress.

5                    Wheelie Bins collection. Mr Blatch reported that his bin and another had not been emptied on one occasion, but had been emptied on the following Monday. This was a one-off mistake.

6                    Speed Restrictions.  Cl. Wilson's letter to the Chief Constable and his reply had been circulated. Following discussion it was agreed to make a further attempt to get the speed limit reduced to 30mph and extended to Fox Corner, without the physical traffic-calming features requested by the police authority. It was agreed that the Chairman, Mrs Handley and Mr Tebbit should draft a further letter expressing the community's wishes and send it to Cl. Wilson, once it had been circulated and approved by the other members of the PC. Cl. Wilson's support in this matter is much appreciated.

7                    Emergency Water Supply.. No further action could be taken at present since a reply is still awaited following a meeting of between the County Council and the Government Department responsible on 19 January.

8                    Condition of Chapel Road at the far end. The patching has been done.

9                    White Poplar at Village Sign.  Work has been carried out on this tree at a cost of £211.50

10                Operation Ancona Guilden Morden, distressed at the behaviour of the Travellors seeking Fred Moss, sought our experiences of the same event.  A letter written by the Chairman saying that we had had no serious problems was confirmed as correct.

11                Culvert damage at 26 Lowfields Agreed that the Chairman write to the developer drawing his attention to the possible damage to the piped ditch. He would also write to the Environmental Agency at Huntingdon to alert them to the possible damage.

12                Memorial for Derrick Mallows  Members approved the suggestion that a tree and seat should be placed on the Recreation Ground in memory of Mr Derrick Mallows.

13                Parish Council Networking Cottenham Parish Council, troubled by planning disputes with travellers, suggested that better networking among Parish Councils would be useful.  Mrs Handley and Mr Bane would attend a meeting at Swavesey on 1st  March 2005

14                Eversden Website A proposal was received from Alan Huddlestone that the responsibility for the Eversden web-site should be transferred to the Parish Council, together with its remaining funds. This would involve the PC in a small annual fee for the domain name, and the calendar. A volunteer would also have to be found to run the website and keep it up to date, and perhaps develop its earning potential.

15                Finance.

The following cheques agreed:

16        Village Hall Grants State  Mr White reported that it appeared that the Committee have now  got enough funds to commence work. However written confirmation was still awaited.

17        CALC Affiliation fee It was agreed to defer payment of this and discuss it further at the next meeting

18                            Driving on verges  Letter received from Mr Mike Cowham on this matter. Mr Ellis expressed concern on this also, but agreed that in many cases it was unavoidable. The Chairman agreed to write to Mr Cowham.

19                            Planning

3rd Dwelling at Church Farm for Amber Developments. Agreed that the lack of provision for any car-parking for the Church was a very serious concern, especially in view of the Right of Way granted to Mr Sale extending to six metres from the Church Wall on the west and south sides. This effectively removes all parking for the Church. The Chairman would request a site meeting to consider this problem. Concern was also expressed about access for grain lorries if the silos were to continue in use.  It was agreed after discussion that Mr Tebbitt does not have a prejudicial interest.

20                            Planning Results

91 Harlton Road.  Conservatory granted

St Helen's, 26 Lowfields Chalet Bungalow  Granted

6 Chapel Road, Gt Eversden Garage work.  Granted on appeal

21        Mr Ellis raised the question o the repair of the Church Wall at Gt. Eversden. Dr Michael Nicholson replied giving him a full history of dealings with the District Council, the Diocesan Board of Finance and the Conservation officers. All these bodies had to reach agreement before work could begin or grants be allocated.

22        Mr Ellis raised the matter of building work in a garden in Bucks Lane which was extensive but apparently did not require planning permission. Cl. Mrs Heazell agreed to look into this and report back.

23        The Boar's Head, a symbol of the Eversdens, has been stored by Mr Ellis for some time and he would like to find it a new home. Agreed permission be sought from the Village Hall Committee to have it placed once more in the Village Hall.

24                            Mr White reported that Footpath 4 had been cleared of obstacles, but still had a large hole in it.

25        Cl. Mrs Heazell reported that the planned Council Tax rises might be capped. This in spite of the fact that 60% of the electorate had voted for a rise in Council Tax rather than a cut in services, and that South Cambs Council Tax was below the average (4th lowest) for Shire Districts. The proposed increase would lead to a rise of £140 for a Band D house, and preserve all current services.
