GREAT AND LITTLE EVERSDEN PARISH COUNCIL
The Annual meeting of the Parish Council was held in the Pavilion on Monday 20th May 2013 at 8 pm.

Present: Mr Dinsdale, Mrs Glasse, Mrs Handley, Mr Huddleston, Ms O'Callaghan, Mrs Pritchard, Mr Tebbit, Mr White, Mr Kindersley and, in the Chair, Mr Dalton.
Election of Officers
1. A proposition was received from Mr Tebbit to replace the Chairman. Mr Tebbit informed the meeting that he was unhappy with Mr Dalton continuing to represent the Parish Council and the Village following his registration of Chancel Repair Liability and felt there had been a loss of trust. Mr White proposed Mr Tebbit and Mrs Pritchard seconded the proposal. Mr Dalton was asked if would stand again as Chairman and he declined. No other nominations were received for Chair, the motion to elect Mr Tebbit as the new Chairman was therefore carried. Four members of the Council abstained from voting as they did not feel confident to judge the situation. Mr Tebbit took the Chair.
2. Two nominations were received for Vice Chair. The first was a nomination for Mrs Handley by Mr Tebbit and the second was for Ms O'Callaghan proposed by Mrs Pritchard. The vote was carried out by secret ballot conducted by the Clerk. It was resolved that Mrs Handley would continue as Vice Chair.
3. It was resolved that Mrs Easey, the Clerk, would continue as Responsible Financial Officer.
4. It was unanimously agreed that Mr Richford would continue as the Internal Auditor.

5. It was resolved that the following would be representatives for the coming year:

Footpaths Mr Dalton
6 Minutes of 15th April 2013 and planning minutes of 7th May were agreed as true records and signed.
7 Mr Tebbit enquired as to whether Point 10 in the 15th April minutes regarding contaminated water on Footpath 14 had been resolved. Mr Dalton reported that Environmental Health had been informed and the member of the public was satisfied.
Matters arising from the Minutes.
8 Road at St Helen's. No further progress to date. Mr Dalton will chase with solicitors.
9 Eversden/Comberton Cycle Path Progress. Mr Huddleston reported that Comberton Parish Council had offered to help with the situation. The agents of St John's College have again refused to consider any improvement to the path, stating that this is the policy of the College in all cases concerning footpaths. It was resolved that Mr Dalton will write to a personal contact at St John's to see if the matter can be moved on.
10 Emergency Planning. No further progress to report.
11 Tree Planting. Mr Nicholson of Finch's Field informed the meeting that the grant for 5 new trees had been accepted in full to the value of £242. They have a year in which to plant the trees and have been advised to do this in Autumn. Mr Tebbit will forward his contact at Fordham Nurseries to Mr Nicholson so that another quote can be obtained.
12 Dog Fouling. Mr White will make further copies of the notice and Mr Dalton will put up in Finch’s Field and at each end of Footpath 14.
Recreation Ground
13 Mrs Glasse reported that they are reviewing the Connections Bus due to low attendance on a Monday evening, if it continues the timing may change to the later slot on a Thursday evening. Mr Huddleston commented that maybe the demographics of the attendees have changed now that older children had moved on. Mrs Glasse indicated that the Committee would review again at their meeting on 12th June and change before the summer break if necessary.
14 There was no further progress on the redevelopment of the bottom area of the ground but Mrs Glasse reported that the ball stop netting had now been erected.
A603 Harlton/Eversden
15 Following the circulation of the Highways documentation, Mr Dinsdale proposed a motion to request a speed limit change along the A603 to 50 mph. Mr Huddleston suggested that the A603 should be 50 mph all through to avoid confusion at different points. Mrs Pritchard felt that the recent detour through the villages following the recent fatality could strengthen the case.
16 It was resolved that a speed limit reduction would be sought between where the current speed camera is located towards Orwell and Washpit Lane towards Barton.
17 It was noted that the Council did not want to lose sight of a Pedestrian Refuge but would take forward a step-by-step plan.
Historic Survey
18 Championed by Gamlingay Parish Council and supported by CAPALC the PC agreed to complete the Historic Survey.
Code of Conduct
19 It was resolved to accept the revised SCDC Code of Conduct.
Finance
20 It was resolved to pay:

This covers the Village Hall, the Village Sign area, the allotments and the land to the west of St Helen's churchyard and the first is now correctly registered.
21 Accounts for 2012/2013 were circulated and approved for submission to the External Auditor.
Planning
22 S/0902/13/FL 42 Wimpole Road, Great Eversden. Ms O'Callaghan informed the meeting that she had an interest in this application, as it was a neighbouring property.
23 After discussion it was resolved that the plans would be refused, an extension sought as the plans have been wrong on the website, including today and the following comments submitted:
24 S/0968 /13/FL 7 Church Street, Great Eversden. Installation of a Heat Pump. Approved.
25 It was reported that the extension at 49 High Street, Little Eversden had been approved and the Wind turbines at Lords Bridge had been refused.
Correspondence
26 It was agreed that all correspondence should go to the Clerk in the first instance, including planning applications. The hard copy of planning applications would then be made available to view at Red House Farm. The headed paper should only include the Clerk's details to aid this in happening.
Councillors reports
27 Cllr Kindersley informed the meeting that Parishes would shortly have a 10-week consultation window to comment on the latest plans for the region. These include new developments at Waterbeach, an extension to Cambourne and a new Village at Bourn airfield, to include a secondary school. He urged the PC to submit their comments. It was resolved that the Consultation would be added to the 1st July Parish meeting.
28 Cllr Kindersley also reported that there are no plans to take forward the Community Stadium at Trumpington. This however will mean that Grosvenor, who owns the land, can proceed through the normal planning application route.
29 Cllr Kindersley indicated that he was happy to be contacted with regard to the A603 situation.
30 The Chair congratulated Cllr Kindersley on his recent re-election.
