A meeting of the Parish Council was held in the Village Hall on 2nd August 2010 at 8pm.
Apologies: Mrs Hobbs, Mr Kilker, Mr Huddleston, Mr Blatch, Mrs Connolly
Present, Mrs Handley, Mrs Pritchard, Mr Tebbit, Mr White, and, in the Chair, Mr Dalton. Cl. Mrs Heazell was also present.
Minutes of the meetings held on 21st June were approved and signed.
Matters arising from the Minutes
2 Nixon's Hall Tablet. This is still under repair.
3 Land Registration of Parish Property Declaration. This is in the hands of the solicitors and the Chairman.
4 Trees at 2 Wheeler's Way Chairman to write to SCDC to arrange for the two young trees to be cut down.
5 Road at St Helen's Transfer. This is in the hands of the solicitors and the Chairman.
6 Allotment Organisation. The scheme is said to be developing well.
7 Village Plan Mr White reported that printing of the summary is now complete. It is proposed to circulate a copy to each household, in a week or two. Volunteers are needed to help with distribution.
8 Standing Orders. Nothing further to report
9 Youth Club Bus. This continues to be a great success. It was agreed that the PC pay £500 towards the cost of running the bus, part of which will be refunded by the Recreation Field Committee.
10 Telephone Box at Little Eversden has been repaired but some glass is still missing. Mr Blatch will obtain a piece of toughened glass and install it.
11 Salt Bins Mr Huddleston will propose precise locations at the next meeting.
12 Rats in Wimpole Road Ditch. No recent sightings.
13 Cycle Path Eversden to Comberton Sustrans had not responded to Mr Huddleston. It was proposed to approach the National Trust for their support.
14 Recreation Ground Alterations Mr Tebbit reported that draft plans were nearly ready and that the draft would come to the PC soon for submission to SCDC. The PC wished to congratulate the Recreation Field Committee on the success of the recent Fun Day
15 Affordable Houses Mrs Heazell reported that she had spoken to the Planning Officer and it was hoped that a site meeting attended by representatives of SCDC, Accent Nene and the PC, followed by a discussion of plans could be arranged soon.
16 Broadband. It was agreed to discuss this further at the next meeting. BT engineers had said that there were plans for a fibre-optic cable connection in 2011/12.
New Business
17 Planning.
Land to the west of the Hoops. The Chairman had replied to the owner and had asked him to arrange to cut the hedge beside the footpath. He had received no reply. It was therefore agreed to ask the CC to write to him to ask him to cut the hedge so that it no longer obstructs the footpath.

19 Footpath 22. This leads from the bus shelter to High St. Little Eversden. It is badly overgrown. Agreed to ask CC to cut back the hedges.
20 Cl. Mrs Heazell reported on the meeting which she and Cl. Kindersley had had with Mr Peter Lee of Whippet Coaches. It had been helpful and they had passed on all the complaints they had received. The Councillors had agreed to meet again to consider proposals from Mr Lee. They would next consult with PCs and finally join Mr Lee in a meeting with CC Officers.
The new SCDC CEO was from Lancashire and is a woman.
The IT system at SCDC is most unsatisfactory and no planning applications can be viewed at present.
The large public meetings of Cambridgeshire Together appeared to have been abandoned in favour of smaller private meetings of Making Cambridgeshire Count. Mrs Heazell felt that these meetings should be more accountable. The PC strongly supported her in this view.
Mrs Handley asked whether Cambridgeshire would continue to support Speed Cameras. Mrs Heazell said that she believed this was the case.
Mr White asked about plans for use of the Addenbrooke's access road.
Plans to use surveillance cameras seemed very unsatisfactory.
