FULL PARISH COUNCIL MEETING HELD ON MONDAY 16TH DECEMBER
2013 IN THE VILLAGE HALL AT 8 PM
Present: Mr Dalton, Mr Dinsdale, Mrs Glasse, Ms Green, Mrs Handley, Ms O'Callaghan,
Mrs Pritchard and in the Chair Mr Tebbit.
Apologies: Cllr Page, Cllr Kindersley, Ms Spencer, Mr White.
In paragraph 5, change 'tress' to 'trees'. The minutes were approved.
Miss Sach asked if anyone had any objection to her removing the jacket hanging on the gate following the rave and giving it to the Salvation Army. This was agreed.
The Clerk had been asked if the Minutes could be posted on Eversden Online, as well as the website. This was agreed.
There were no Declarations of Interest.
a) Emergency Planning : Mrs Glasse has received a Policing document to be reviewed.
b) Recreation Ground Opening at Bucks Lane: A figure of £3500 had been quoted from County, however we are awaiting to hear if we are expected to be paying 10% or the full amount. If the full amount is required it was resolved that the Parish Council would defer the work or complete it ourselves.
c) Standing Orders: It was proposed by Mrs Handley to defer this discussion to January and seconded by Mr Dalton.
d) Road Surfacing: The majority of Finches Field pot holes have been rectified. There has been no response in regard to Harlton Road which Mr Dalton will pursue. The white lining is still outstanding.
e) Village Hall Update: No progress to report.
f) Flood Asset Management : The Clerk read a response from the County Council. It was resolved that future flood occurrences would be taken forward with the County to pursue.
g) Footpaths: Mr Tebbit had circulated a response from SCDC regarding Footpath 26 and Footpath 19. They will undertake a visit and report back to the Council on their findings.
h) St Helen's Registrations: Mr Dalton will chase outstanding matters with the Solicitor.
i) Speedwatch: Mr Dalton will circulate information regarding the scheme. It was resolved that we should defer a decision until the New Year.
The Survey and letters from Cambridgeshire ACRE and the Parish Council had been circulated prior to the meeting.
It was agreed that the first line of the survey would be changed to 'the Parishes of Great and Little Eversden' and references to Hardwick changed to the Eversdens. Following discussion it was resolved that the letter from the Parish Council would read 'welcome information' as opposed to 'welcome your thoughts' in regards to further available sites.
A member of the public asked whether a further survey would be produced regarding available sites following the Housing Survey. A private survey had recently been commissioned and several other sites had been identified. The Chair said that no further sites had been forth-coming to either the Parish Council or Cambridgeshire ACRE.
It was agreed that the survey would be publicised via the noticeboards and Eversden On Line. The Clerk will also contact Home Link to ascertain if we can place an advert in their magazine. It was resolved that the Clerk would send the amended documentation to Mr Deas at Cambridgeshire ACRE.
The Chair reported that he had received a written enquiry from a Little Eversden Parishioner as to the current situation regarding the Tennis Club and past fundraising. Mr Tebbit reported that funds raised were with the Treasurer of the tennis club, Mrs A Sinclair. There is £17, 676.11 in the bank account. Mrs Glasse reported that there is an allocated position for the Tennis Court on the recreation ground, however there are problems with suppliers working together to install various different pieces of equipment. Once this is resolved and the equipment is installed then the Tennis Club can proceed. Mr Wood reported that the District Council had agreed previously to match fund any monies raised. There is also money available from the Fossey Trust.
Mr Dinsdale reported that a joint LHI funding application with Harlton has been submitted. He is continuing to chase the progress with David Lines and there is a Committee meeting on Monday 20th January to discuss the outcome of the application. It was suggested that £2.5k should be set aside to fund the application. Mrs Handley thanked Mr Dinsdale for his continuing work on the project on behalf of the Parish Council.
Councillors to consider for the next meeting any piece of land or building that should be added to the Community Right to buy asset register. Assets that come onto the open market for sale will then be notified to the Parish Council.
Cambridgeshire Statement of Community Involvement (SCI)
The closing date for comments on the SCI is 20th December. Councillors will contact the Clerk if they wish to comment.
The closing date for nominations for the Community Awards is 24th January. The item will be added to matters arising on 20th January for any nominations to be made.
Planning Application:
34 High Street, Little Eversden, Cambridge, CB23 1HE: It was resolved that this application should be approved subject to drawing attention to solar panels in the listed buildings.
16 Wheelers Way: This application was received after the agenda was posted, for this reason Mrs Pritchard declined to comment. As the deadline for comment fell over the Christmas period, it was bought before the meeting. Mr Tebbit agreed to speak to the neighbours and email Councillors with their comments for decision.
The Parish Council have been notified of a proposed item for 20th January regarding a planning application for The Elms, High Street, Little Eversden.
Cambridgeshire ACRE membership, £48.00. Agreed
The first proposed budget was circulated to the meeting for comment. Mr Tebbit indicated that the current budget was without allowance for the Connections Bus. Mrs Glasse proposed to continue to fund the Bus. Ms Green asked if a permanent youth club for the village was an option and suggested that we speak to Charles Fraser to discuss his ideas on future youth provision. Mr Nicholson informed the meeting that a new Youth Worker has been appointed by the Lordsbridge Group. It was resolved that Mr Tebbit would speak to Mr Fraser to take forward the matter.
Councillors will give further thought to the budget and a decision will be reached on the Precept at the January meeting.
