A meeting of the Parish Council was held in the Village Hall on Monday 15th October 2007 at 8pm.
Apologies from Miss Hayes, Mr Blatch and Cl. Mrs Heazell
Present Miss Sach, Mrs Handley, Mr Ellis, Mrs Pritchard, Mrs Clemmow, Mr White, Mr Tebbit and, in the Chair, Mr Dalton. C.Cl. Mr Kindersley was also present.
Minutes of the meeting held on 3rd September 2007 were agreed and signed, with one amendment. In minute 18 'local' to be replaced by' neighbouring'.
Matters arising from the Minutes
1 Footpath 13. Ivett's Lane. Nothing further to report
2 Nixon's Hall Tablet. Nothing further to report
3 Land Registration of Parish Property. This is in hand.
4 Hedge cutting Some progress. The hedge at Wheeler's Way had been cut, but needed further cutting back. The hedge at Finch's Field junction had not been cut, nor had the hedge to the west of Lowfields. Mrs Pritchard had cut some of the hedge between the hoops and Clunch House, but it needed further cutting.
Agreed that the Clerk should write once more to the owners of these hedges, informing them that, if the hedges were not cut, the matter would next be referred to the Highways Department, who would cut the hedges and charge the owners.
A complaint had been received about the hedge on Quarry Road. This to be looked into.
5 Wimpole Road repairs. Reported that the work had been done and well carried out
6 Footpath 25. Confirmed that the gate put in by T.Banks is in the correct place, but the path is not accessible on the Sale's side. The County Council has been consulted again.
7 Clerk's Salary review. Information still not available from CALC. Agreed she be paid for the six months due and adjustments made at a later date.
8 Road at St Helen's. Negotiations due to be completed. A cheque for £250 had been received from Amber Developments towards costs.
9 Bin at Gt. Eversden bus shelter replacement A bin has been purchased at a cost of £182 (+VAT). Mr Blatch will install it.
10 Dates of Meetings for 2008 These had been circulated and were accepted.
11 Bus Services Complaints and requests for improvementsacknowledged
12 Roundabout at the Wheatsheaf proposed to Cl. Kindersley. He had taken this to the CC who had refused on ground of danger. Apparently other measures may be considered
13 Police Liaison Meeting. The next meeting to be held at Hasingfield on 24th October at 7.30pm.
14 CEMEX Rep. Agreed to check if Anne Rutland had received an acknowledgement from Cemex confirming her as representative for both villages.
15 8 Church Lane Decking had been built alongside the awarded drain. Mr Pat Matthews of SCDC had checked this and agreed with the owner that it could remain. The ditch could still be dredged and the silt deposited on the owner's lawn for him to dispose of. Concern was also expressed about the encroachment over the landscaped border by the building of a brick wall. The Chairman agreed to check this with Amber Development's specifications. (It appears to be in order)
16 Standing Orders. The Chairman will pass the existing copy to Mr White so that he can check them.
19. Village Plan Mr White reported on the meeting held in the Village Hall on 4th October. Almost all households had been circulated and some 60 people attended. A presentation was given by Miss Melanie Baker of ACRE. She outlined the nature of a Village Plan, its aims and objectives and the likely timescale involved from start to finish. Plans of other villages were circulated. Mr White chaired the meeting and explained that without active participation from villagers in forming a steering group by which a questionnaire can be developed, answers collated and results incorporated within the plan, no progress could be made. A show of hands overwhelmingly supported a Plan. Finally 15 villagers put their names forward for Steering Group activity. Others offered help in other ways.
20 Tree at Recreation Ground. Decisions were being made about the species and the place by the Recreation Ground Committee. The PC would meet the cost, as previously agreed.
21 Wimpole Road Ditches Mr Ellis agreed to take photographs and report on the ditches. He would then discuss their treatment with Mr Banks and Mr Pat Matthews of SCDC
22. Finance.
The following cheques paid:-

Clerk's six month salary and expenses. £3556.89 LGA 72 s.112(2)
Refund on Recreation Ground Insurance which had been paid twice to be requested again
23. Planning
Gutsell at 4 Lowfields. Approved by SCDC
21 Harlton Road, Extension. Rejected by SCDC
Oliver, Paradise Barn, Conversion of Shed . Approved by PC
24 Hill House Farm. Noted that material from the quarry was gradually being removed. All would have to go.
25 Cl. Kindersley reported that he was strongly opposed to the introduction of a congestion charge for Cambridge while public transport was still so inadequate. This would impose severe financial strain on those who lived outside the city. There were 21,000 people who came into Cambridge daily to work. This did not include students.
He reported that the suggestion of a roundabout at the Wheatsheaf had been refused. With the introduction of new speed limits the Highways Division will be looking first at A and B roads. There was a possibility that the speed camera at the Wheatsheaf junction could be restored. He suggested that the PC write to the owner of the Wheatsheaf asking him to consult with Planning and Highways about clearer signs to the car park.
26. Cl. Mrs Heazell asked Mrs Handley to pass on two items for her.
The Scrutiny Meeting at Comberton had been well attended and successful. She encouraged us to attend the next one at Foxton on 15th November.
She also warned that it was probable that community grants for sport, art and drama would be cut almost completely in order to finance a door-to-door collection of plastic.
The PC was strongly opposed to such a plan, and it was agreed to inform Cl. Mrs Heazell of this and authorise her to register our strong opposition to it.
