A meeting of the Parish Council was held in the Village Hall on 14th September 2009 at 8pm.

 

            Apologies received from Mrs Hobbs

 

Present, Mrs Handley, Mrs Connolly, Mr Huddleston, Mr Blatch, Mr Tebbit, Mr Kilker, Mr White, Mrs Pritchard and, in the Chair, Mr Dalton.  Cls. Mrs Heazell and Mr Kindersley were also present.

 

Minutes of the meetings held on 10th August were agreed and signed.

 

Matters arising from the Minutes

 

1          Nixon's Hall Tablet. This is still under repair.

 

2          Land Registration of Parish Property Declaration.  This is in the hands of the solicitors.

 

3          Hedges at 2 and 11 Wheeler's Way Mr Kilker reported he had visited both residents.  Someone had sprayed the hedge at No 11 and it appeared to have died.  No. 2 still to be dealt with.  The Leylandii are also causing damage to the drains.  Agreed to consult SCDC housing dept.

 

Hedges at 2 and 4 High Street, Little.  These were fine, but the hedge to the field to the south was overgrowing the road and Mr Tebbit said he would cut it.

 

4          Road at St Helen's Transfer.  This is in the hands of the solicitors.

 

5          Allotment Organisation. After a lull in August, activity had been resumed and the ground is being dug over.  Mrs Hobbs was interested in the possibility of keeping some of the land as a maintained orchard.

 

6          Standing Orders.  This is still under review.

 

7          Village Plan Mr White reported that the analysis of a reply takes about 20 minutes.  There are 162 replies. He has a small number of assistants.

 

8          Information  FOI compulsory model template has been viewed and will be completed later.

 

9          Standing Orders revision.  No progress.

 

10        Affordable Housing.

Low Close.

            Agreement has now been reached on the wooden fencing to be erected at the East and West ends of the site.  The planting is now being considered by the Planners

            Deed of Variation. This has now been satisfactorily resolved, with the help of Cl. Mrs Heazell. A new report was before the planning Committee of SCDC on Wednesday 2nd September, which the Chairman attended, and it was agreed that the residents of both Great and Little Eversden should be equally eligible for the Houses in Low Close.

 

New Items

 

11.       Textile Recycling Bin proposed: Various sites were considered.  The damage caused to the threshold of the recreation ground car park by lorries emptying bins was also discussed and a solution to this to be explored with the textile proposers. It was agreed that more information was needed about the future of the proposal.

 

12        Cycle Path Eversden to Comberton:  In view of the establishment of a Sixth Form at Comberton Village College in 2011 it was felt that the provision of a cycle path from Eversden to Comberton would be a very useful asset. The scheme is supported by Comberton Village College and by Comberton Parish Council. A sub-committee chaired by Mr Huddleston is gathering information about possible routes and is in contact with Sustrans (which develops cycle routes).  There is some concern that if a viable route is established it might lose villagers the right to school bus passes.

 

13        Tree Warden Meeting There is a meeting for Tree Wardens on 8th October.  We do not have one at present.  Anyone interested should contact Clive Dalton as soon as possible.

 

14        More Powers for Us: An email asking for support for this campaign had been circulated. In general there was not thought to be an urgent need for this.

 

15        Village Hub. The PC had been asked to consider if there was a need for a Village Hub, a place for computer access to government services. It was thought that a Community Social Hub might be welcome, but there might not be enough volunteers to offer these services regularly.  It was also agreed to press BT to improve the speed of broadband in the villages.

 

16        SCDC Parish Forum Meetings at SCDC and at Sawston noted.  It was agreed that our SCDC Councillor kept us very well informed

 

17        Police Liaison Meeting Next meeting on 21st October at Gamlingay Village College at 7 for 7.30

 

18        Complaint from Comberton about Chairman's Delegation Meetings:

Comberton Parish Council felt that not enough consideration was being given to Parish Council observations. They sought support from neighbouring Parish Councils which resulted in representatives of 15 councils attending a meeting of the Portfolio Holder at SCDC. After a long discussion this meeting resolved that in future an observer from any Parish Council affected would be allowed to attend the proceedings of a Chairman’s Delegation meeting. Mrs Heazell, however, then reported that the whole future of the Chairman’s Delegation meeting procedure was under discussion and that a reversion to the previous system was being suggested of site meetings on the Monday previous followed by a much longer Planning Meeting on the Wednesday following. This meeting could be attended and addressed by anyone with a legal Interest.

            Mr Blatch to clarify the arrangement with Mr Sutton.

 

21        Cl. Kindersley reported that there was not much hope of a roundabout on A603 / Harlton Road crossing, but that speed checks were being done.

            He mentioned the Bobby Scheme to help the elderly who had been burgled was being extended to advise those at risk of burglary.

            The building of 950 additional houses at Cambourne had been approved.  This made the need for a new secondary school there even more urgent.

            Wimpole and Arrington now had speed limit notices on their Wheelie Bins.

            Tickets on the Guided Bus-Way will not be compatible between Stage Coach and Whippet.

            Eastern Region Consultation.  It is important to respond to this.

The £12 million grant for the infrastructure for new building has now been slashed to £6 million.

            Serious problems may follow if the planned housing development on Marshall's airport site does not take place.

            It will take 43 weeks to build the Hauxton Road junction with the Addenbrooke's access road, and the Trumpington Meadows development plan appears to have been ignored in the planning of the junction.

 

22        Cl. Mrs Heazell reported that the cost of the Housing Futures Exercise had been £1.4 million.  She was very concerned that the site at Frog End Shepreth previously scheduled for Council Housing may be sold for private executive houses.

            There is not enough parking space at SCDC Offices at Cambourne.

            Care of the Elderly.  There is concern over the increased charges and reduced services.  A full review is being sought
