A meeting of the Parish Council was held in the Village Hall on 10th August 2009 at 8pm.
Apologies received from Mr Kilker, Mrs Pritchard, Mr Blatch. Mr White hoped to join later.
Present Mrs Hobbs, Mrs Handley, Mrs Connolly, Mr Huddleston, Mrs Hobbs, Mr White (later) and, in the Chair, Mr Dalton. Cls. Mrs Heazell and Mr Kindersley were also present.
Minutes of the meetings held on 22nd June were agreed and signed.
Matters arising from the Minutes
1 Nixon's Hall Tablet. This is still under repair.
2 Land Registration of Parish Property Declaration. This is in the hands of the solicitors.
3 Hedges at 2 and 11 Wheeler's Way In the absence of Mr Kilker there was nothing to report. The same applies to Hedge at Nos 2 and 4 High St Little Evesden
4 Road at St Helen's Transfer. This is in the hands of the solicitors.
5 Allotment Organisation. continuing satisfactory progress.
6 Standing Orders. This is still under review.
7 Village Plan In the absence of Mr White nothing to report.
8 Information FOI compulsory model template to be completed shortly.
9 Standing Orders revision. No progress.
10 Affordable
Housing at Low Close
It was
understood that Mr Ellis wished to preserve the historic name of the field, and
it was therefore unanimously agreed that the development should be called Low
Close, despite the objection raised by SCDC.
Agreement has now been reached on the wooden fencing to be erected at the East and West ends of the site.
Deed of Variation. This is still causing concern. Cl. Mrs Heazell had arranged for a letter to be written to the Corporate Manager – Planning and Sustainable Communities setting out the history of the project and our case for both villages to be included. Mrs Handley in the absence of the Chairman had done this and had received an encouraging reply. The Chairman also reported that Mr David Ellis had written to SCDC pointing out that the sale contract stipulated that residents and relatives of residents in both villages should be equally eligible for consideration at Low Close.
11. Diversion of Footpath 3: The Chairman outlined the proposed diversion where the footpath enters Red House Farm. It was unanimously agreed.
12 Travellers Sites. SCDC had prepared a list of proposed sites for travellers after careful study. It was agreed to support their recommendations.
13 Transport Report copies of both the Executive Summary and the Full Report were now available.
14 Swine Flu Helpers. These did not appear to be needed any longer.
15 SCDC Parish Forum. Mr Huddleston reported that he had attended the last one on the subject of Planning Procedures. There had been little time for questions and many parishes had criticised procedures. Comberton PC had written a letter objecting to the Chairman's Delegation procedure and it was agreed send a letter supporting their opinions and to try to attend the meeting arranged at SCDC at 9.30 on Tuesday 1st September by the Planning Portfolio Holder and the Planning Committee Meeting at 2pm on 7th October.
17 Police Liaison Meeting Mr Kilker had attended the meeting and had circulated a report. Speeding was still a major concern, although the Speedwatch volunteers had been successful. Mr Kilker had proposed the consideration of a roundabout at the junction of Harlton Road and the A603.
14 Planning.

20 Wheelers Way, Little Eversden Conservatory Refused by PC, but could be acceptable with modification.
15 Potholes. Mr Huddleston mentioned several potholes which he had reported on line had now been repaired.
16 Register of Interest Members were asked to make sure their Registers were up to date and the District Council informed of any change.
17 Cl. Mrs Heazell was critical of the way in which Planners fail to take notice of feelings and advice given them from the Parishes and endorsed the views stated in the letter from Comberton PC. She urged members to attend the meetings at SCDC on 1st September and 7th October.
18 Cl. Kindersley reported that the environmental officer had not succeeded in securing permission from the University for the western section of the old railway line to be used as part of a cycle track between Eversden and Comberton. Both the Village College and Comberton PC were interested in promoting this project and it was agreed that it would be necessary to produce more detailed plans with them before approaching any official bodies again.
He also reported that the Transport Commission under Sir Brian Briscoe, which had been investigating the need for the Congestion Charge and the problems with Transport around Cambridge had recommended that the Government provide a 5 million grant to improve public transport in and around the city and that the situation should be reviewed in 2017. Until then no congestion charge should be made.
He noted that the plans for 12,000 houses to be built on the site of Cambridge airport cannot be implemented until there is an adequate infrastructure, including transport. If they cannot be built there they will have to be sited elsewhere, necessitating another new town, possibly in the South Cambs area.
The Guided Bus project will be further delayed and may now open in October or November.
There is a problem with mopeds in Orwell.
Rugby Cement plan to close their site completely. There are concerns about security – children could put themselves in danger. They also have a limited supply of clunch which they will give away free.
