A meeting of the Parish Council was held in the Pavilion on 1st August 2011 at 8pm.
Apologies: Mr Huddleston, Mrs Glasse, Mr Tebbit
Present, Mrs Handley, Mr Dinsdale, Mr Blatch, Mrs Hobbs, Miss Sach, Mr White and, in the Chair, Mr Dalton. Cl. Mrs Heazell and Cl. Kindersleywere also present.
Minutes of the previous meeting held on 27th June. The Chairman reported that there had been a complaint that Minute 13 was not correct. This referred to the Planning Application at SCDC for OSP148 which was reported on the web-site (http://www.saveosp148.co.uk/) and outlined its history. The minute states that this web-site 'contained many incorrect statements'. The Chairman pointed out that a full list of these incorrect statements was available. The minutes were duly signed as an accurate record.
Matters arising from the Minutes
1 Nixon's Hall Tablet. The replica of the wording of the memorial tablet and the brief explanation of Frank Nixon's gift to the Villages had now been framed and hung in the Village Hall. Briar Security Systems had been interested in these and are planning to repair the plinth and replace the original plaque on their premises. The PC was delighted to hear this news.
2 Land Registration of Parish Property Declaration and Road at St Helen's Transfer. Miss Sach and the Chairman expect to discuss both these matters further with the solicitors in the next week or so.
3 Telephone Box Glass: Mr Blatch expects to fit the replacement this week.
4 Cycle Path Eversden to Comberton A letter has been written to the agents of St John's College who own some of the land. No answer yet.
5 40-30mph progress The sub-committee has done considerable preliminary research. The cost could be in the region of £4500. They have now asked the County Council for confirmation and further information. A reply is awaited. A proposal was made that the High Street in Little Eversden might be reduced to 20mph. It was resolved that the PC would continue with the 40 to 30 proposal and investigate the 20 mph proposal when the 40 to 30 plan had been achieved.
6 Recreation Ground development. Mr Blatch said the proposed youth shelter would be installed shortly and it was hoped that Mr Ellis would formally open it at the time of the Harvest Festival on 20th September. They will keep Mr Ellis fully informed.
New Items
7 Dog Bin at 1 High Street, Little Eversden. Following a complaint about the smell in hot weather, it was agreed to monitor the complaint and check that the bin was being regularly emptied. It was also agreed to write and thank Mr and Mrs Grimes for cutting back their hedge and mowing the grass at the corner. This enables everyone to have a much clearer vision round the corner.
8 Oil Syndicate. It was reported that several orders had been placed with great satisfaction so far.
9 Benches. It was agreed to ask Mr Richard Ellis if he would be willing to maintain the bench in memory of Miss Barraud.
10 Allotments It was agreed to support the appointment of Mr Gavin Young as Treasurer.
11 Notice boards. Mr Dave Farnell was now looking after the notice board opposite the hoops. The Chairman agreed to ask Mr Tebbit if he had got a wire cover like the one he supplied at Little Eversden to be used to repair the Hoops board.
12 Grass Maintenance in Wheeler's Way A letter from the County Council asked whether the PC wished to take over the maintenance of the grass areas in Wheeler's Way. After discussion it was unanimously agreed to leave responsibility with the County Council.
13 Finance
The following cheques agreed:
Framing of Village Hall replicas £50.00 LGA 1972 s133
Clerk's salary plus expenses £270.93 LGA 1972 s111(2)
Village Hall car park rent £50.00 LGA 1972 s133
14 Planning
Homefield Farm, revised plan for heating the annexe received. Agreed to approve if neighbours have no objections.
15 Mrs Heazell reported that she had had a complaint about the condition of the bus shelter in Harlton Road. Mr Blatch agreed to renew the one broken seat slat.
She also mentioned the Harlton survey of bus use. She offered to forward the form used for the survey. Agreed to consider it.
16 Cl. Kindersley reported that the guided bus service was due to start on 7th August. Normal concessionary fares would be offered.
The Government had announced the closing of Waterbeach Barracks and plans to use the site for a development of 12,000-13,000 houses. There has been no consultation and this is likely to be more attractive to developers than the site for Northstowe.
17 Defibrillator. It was agreed to find out more and dicuss this further at the next meeting.
