A meeting of the Parish Council was held in the Village Hall on 5th December 2011 at 8pm

Apologies: Mrs Hobbs.

Present, Mrs Handley, Mr Dinsdale, Mr Huddleston, Mr Blatch, Mrs Glasse, Miss Sach, Mr Tebbit, Mr White and, in the Chair, Mr Dalton.

Minutes of the previous meeting were agreed and signed with one amendment, the grant for film equipment should go to the Village Hall and not to the Eversden Society.

Matters arising from the Minutes 

1         1.           Land Registration and Road at St Helen's Transfer. Miss Sach reported that the solicitors had provided out-of-date forms.  They had since provided the correct forms.  

2         2.           Telephone Box Glass at Great Eversden: Mr Blatch agreed to undertake this. 

3          Cycle Path Eversden to Comberton  No reply yet from the agents of St John's College who own some of the land. 

4          40-30mph progress The Chairman had written to fifteen statutory consultees required.  All had replied in favour.  The last reply was still awaited from the Road Transport Association. 

5          Recreation Ground development  Mr Blatch said there was nothing to report. 

6          Hoops Notice Board Mr Tebbit reported that it was now repaired, though not by him. 

7          Planning Magazine.  The first issue had been received. 

8.         Oil Thefts  No further thefts had been reported. Mr Tebbit said that he had some useful information about locks which he would put in the envelope for circulation.  The information would also be offered for the Village web-site.

New Items 

9.         Three Proposed road improvements.  An island on the A603 at the Wheatsheaf and additional lighting there.

            A mini-roundabout at the Harlton Road junction with Lt. Eversden High Street

            The extension of the bus route to the Hoops.

            Agreed that the Chairman would write about all these proposals separately.

            He would also liaise with Harlton PC about setting up a site meeting with Highways and Cl. Heazell to consider the A603 proposal. 

10        Quarry Road In view of the problems with fly-tipping and hare-coursing Mr Edd Banks had suggested installing a gate to prevent vehicles using the road.  Access would be provided for riders and walkers.  Mr Seagrave would also decide what to do about the access to his field on the west and another gate or fencing would be needed at the entrance to the field on the east.

            There were no objections, provided that the gate was set far enough up Quarry Road so that large farm vehicles would not obstruct the road when they stopped to unlock the gate. 

11        Housing Strategy.  A consultation paper would shortly be arriving for the PC. 

12        OSP148.  A letter had been received from John Walton at Accent Nene enclosing a letter from English Heritage.  English Heritage had ignored all the points made against their previous statement and reiterated their continued opposition to the plan.  JW asked if the PC still supported the proposal for OSP148.  The members of the PC unanimously asserted their strong and continuing support.     The Planning Committee of SCDC expected to be considering the application on 11 January 2012. 

13        Dates for Meetings in 2012. These had been circulated and were approved. 

14        Olympic Grant.  No specific proposals had been made.  The question of a grant for the Diamond Jubilee was also raised.  The beacon would have to be checked and possibly there might be a contribution towards the cost of a barbecue.  More precise proposals to be included in the budget would be welcome before the next meeting 

15        Fish and Chip van  This now comes to the Recreation Ground on Saturdays between 3 and 4.30pm. 

16        Finance The draft precept for the year 2012/13 was discussed.  It was agreed that there should be an annual grant of £50 to Tailcorn and at least £1,000 for the Connections Bus, though more might be needed.  The question of a grant towards the Diamond Jubilee Celebration would also be considered later

17.       Rats These are again increasing in the field next to Wimpole Road and invading houses and gardens.  Agreed to report this to the Environmental Health Officer at SCDC. 

18        Mr Tebbit expressed a wish to resign as PC representative on the recreation Field Committee, and Mrs Glasse volunteered to take his place and was elected. 

19        Dog Fouling on the Recreation Field.  This was becoming an increasing problem and would need to be dealt with more severely. 

20        Cl. Kindersley mentioned that County Council members wished to increase their allowances by 25%, but that SCDC members had frozen theirs for the fourth year running.

            He appealed to everyone to fill in the questionnaire on local bus services, which is obtainable on line.

            He mentioned the new constituency boundaries.

            The site for a major recycling plant near the Addenbrooke's approach road had been refused.

            Developers were interested in re-siting the Abbey Road Stadium in the same area.

            Planning permission was being sought for the new secondary school at Cambourne. 

21.       Cl. Heazell offered to provide a copy of the Harlton Survey on Bus Use to help the Eversdens devise a similar one and asked that its author should be credited.          

The following items should be included on the agenda for the next meeting

            Any items to be included in the Budget with precise figures, if possible.

            SCDC is offering Jubilee Trees.  Do we want one and if so where?
