A meeting of the Parish Council was held in the Village Hall on 24th October 2011 at 8pm

Minutes of the previous meeting were agreed and signed..
Matters arising from the Minutes
1 Land Registration and Road at St Helen's Transfer. Miss Sach reported that she had contacted the solicitors but had not yet had a reply. She would write again
2 Telephone Box Glass at Great Eversden: Nothing to report
3 Cycle Path Eversden to Comberton No reply yet from the agents of St John's College who own some of the land.
4 40-30mph progress The Chairman had written to the nine interested parties as required. Four had so far replied and had raised no objections.
5 Recreation Ground development Mrs Glasse reported that the new youth shelter had been officially opened by Mrs Margaret Tebbit on 25th October. The question of the grant which the PC had promised towards the cost of the Youth Bus was raised. Mrs Glasse agreed to find out how much would be needed and report to the next meeting. Mrs Tebbit was preparing to launch another 100 Club Lottery and other fund-raising projects were in progress
6 Hoops Notice Board Mr Tebbit reported that he had some wire mesh available and hoped to carry out the necessary work shortly.
7 Planning Magazine. The order had gone astray and had now been reconstituted. A cheque for £50 subscription to be sent.
8. Oil Thefts These had not continued. Mr Tebbit was investigating anti theft measures and would let people know if he found anything useful.
New Items
9 Planning proposals at Merry's Farm. The Chairman reported that the Rolph family are planning to convert some disused farm buildings to dwellings. They are consulting with the planners and there are no firm proposals yet.
10 OSP 148 The Chairman reported that he had attended a meeting at SCDC with representatives of the planners and Accent Nene together with a Conservation Officer and Cl. Heazell. Some minor alterations were proposed and discussed. Since then a new set of plans had been sent for approval. Accent Nene were anxious to know if the PC would take responsibility for maintaining the community orchard. Mr Tebbit said it was important that the PC should have some say in the positioning of the trees. He also pointed out that in the early years it would have to be deer-fenced, necessitating a gate at each end of the proposed foot-path. It was pointed out that the parking spaces proposed were inadequate and that this would create severe problems in the future. It was suggested that additional parking spaces should be created by surfacing the ground next the hedge bordering the road with grass-crete. It was unanimously agreed to adopt the Community Orchard, once it had been planted and to approve the plans with the addition of the comment on increased parking space being provided.
Some residents in Great Eversden had believed that they could not send messages of support for the scheme. This was not the case. SCDC was eager to receive all views.
11 Wimpole Road Speeding on the bridle-way. It was reported that cars were driving up the bridle way at 30mph on their way to the Clay Pigeon shoot. The Chairman had spoken to the organiser who had apologised for the nuisance and said he would do something about it immediately.
12 Plan for Watlands Mr Tebbit described the terms of the ten-year contract with English Nature, which required that the field should be left untouched apart from a path around it, and should only be cut once a year. However residents of Finch's Field were very concerned about the seeds of thistles and other vigorous weeds which were blowing into their gardens. Mr Tebbit explained that he had recently given the field a second cut, in response to complaints. Two residents of Finch's Field expressed their concern.
13 Finance Members were reminded that requests for grants to various organisations should be submitted before the next meeting so that they can be included in the draft precept which will be discussed then.
