A meeting of the Parish Council was held in the Village Hall on 12th September 2011 at 8pm.

Apologies: none

Present, Mrs Handley, Mr Dinsdale, Mr Blatch, Mrs Glasse, Mr Huddleston, Miss Sach, Mr Tebbit, Mr White and, in the Chair, Mr Dalton.  Cl. Mrs Heazell and Cl. Kindersley were also present.

Minutes of the previous meeting were agreed and signed..

Matters arising from the Minutes

1          Thanks were expressed to Mr Richard Ellis for repairing and treating Miss Barraud's bench

2          Land Registration of Parish Property Declaration.  A Bill for £500 plus VAT had been received from Kester Cunningham John for the part cost of Registration of Title to Parish Land.  Agreed to pay VAT of £100 as a cheque for £500 had already been sent.

3          Road at St Helen's Transfer. Nothing further to report..

4          Telephone Box Glass: Mr Blatch had fitted the replacement glass. A cheque for £5 was written to cover the cost of materals.

5          Seat in Bus Shelter  Mr Blatch was going to replace the missing slat.

6          Cycle Path Eversden to Comberton  A letter has been written to the agents of St John's College who own some of the land.  No answer yet. Westfield Farm is up for sale, and negotiations will have to wait for the new owner.

7          40-30mph progress The Chairman reported that the official in charge of this scheme had said she was awaiting the result of a survey. The Chairman agreed to contact her to find out what additional survey was required.  Cl. Kindersley said he would investigate.

8          Recreation Ground development.  Mr Blatch said the proposed youth shelter would be installed shortly and it was hoped that Mr Ellis would formally open it at the time of the Harvest Festival on 25th September.  The Harvest Festival service will be at 11.30, followed by a move to the Receation Field and a barbecue and events there

9          Dog Bin at 1 High Street, Little Eversden. Following a complaint about the smell in hot weather.  The Chairman had made enquiries and was told that the bins were emptied regularly on a Tuesday.

10.       Hoops Notice Board Mr Tebbit reported that he had some wire mesh available and would carry out the necessary work.

New Items

11        Cambridge City Council Street lighting maintenance. Agreed to accept the total maintenance charge of £20.05 per lamp, valid up to and including 30 June 2012.

12        Textile Bin. It was agreed that there was no need for a textile bin. Door to door collections and the Recreation Ground's jumble sale scheme were adequate.

13        Winter Maintenance Rules  Guidance from CC on Voluntary Gritting. To qualify for CC Insurance, formal training of named volunteers should be undertaken.

14        Planning.  In view of the government's intention to reform the planning system a training session had been arranged on 25th September at SCDC.

15        Subscription to Planning Magazine Agreed to subscribe £50 for one year's trial.

16        Oil thefts  The police are aware of oil thefts in the village and recommend vigilance.  Some members described their ways of protecting their tanks.

18        Branches 

            Mr Blatch spoke about the branches cut by EDF and left at the side of the road. Agreed the Chairman to discover who is responsible, the tree owner or EDF.

19        Defibrillator  The surgery at Harlton Road and at Bourne each have one. They are expensive to maintain, and operators require 3 Hours training annually in their use.  The 999 service has recently been very quick and efficient.  It was therefore agreed not to pursue the idea of acquiring one

20        Cl. Kindersley reported that the guided bus service had so far been a considerable success and additional buses had been provided.

            The Government had announced the closing of Waterbeach Barracks and plans to use the site for a development of 12,000-13,000 houses. This means that plans for Northstowe will probably be abandoned and therefore considerable expansion may be expected at Cambourne.  This could provide money for further dualling of A428

            £20 million is now available for the development of broadband in the area. It is hoped that BT will respond soon.

            The new boundaries for parliamentary constituencies have been announced, and will be reviewed every 5 years.  The Eversdens are still in SCDC.

21        Mrs Heazell reported that there seemed to be serious delay in handing over the grant for the Connections Bus.  This was of great value to smaller villages. The Chairman agreed to write to Cl. Manning, the leader of SCDC to emphasise its value in the Eversdens.

            She also described the review of needs of residents in sheltered housing.

22        Correspondence in circulation

23        Mr White reported that the hedge between the Hoops and Clunch House had been cut.
