GREAT AND LITTLE EVERSDEN PARISH COUNCIL
PLANNING MEETING OF THE
PARISH COUNCIL MEETING HELD ON
MONDAY 3rd FEBRUARY
2014 IN THE VILLAGE HALL AT 8:30 PM

Ms O'Callaghan, Mrs

Mrs Glasse declared a personal interest as she
owns a neighbouring property and will not participate in the vote.
The Clerk read a letter
from Mr & Mrs Evemy explaining the process in more detail and how it had come to
be a replacement dwelling application.
The issues of concern
were:
- There
is concern that the development is very close to both Nos. 25 and 29
Lowfields and out of character with surrounding properties.

Concern was raised regarding the possible increase in commercial use of the
property, bringing an increase in traffic to the village and disturbance to
the neighbours.
- There
needs to be a clause stating the working hours and timing of the work.
- The
Summer House may be beyond the building-line.
- If the
development goes ahead the shared private drive will need to be kept clear
of obstructions;
- If the
private drive is damaged in anyway during the development it should be
repaired by the developer.
Following discussion the
Council voted on the application and the majority vote was NO RECOMMENDATION
with the above comments returned to SCDC.

Further to the meeting on
20th January to discuss these outline plans the Clerk read out
letters from:
- Mrs
Mary Tilmouth and
- Mrs
Mary Stephenson Elbourne
- Mrs
Jean Pollintine
The Council are of the opinion
that this is over-development of site. It will directly impact on many homes
in the immediate area and is not in keeping with surrounding properties. The
development is also against South Cambs own backland policy.
The issues of concern
were:
- This
is back development which will affect a number of households in Wheeler's
Way and Finch's Field.

Several letters of objection have been received from residents. e.g the
property at 13a Finch's Field is not shown as a separate dwelling on the
plans. There is only 18 ft from the edge of the dwelling to the boundary
fence, a 6ft close-boarded fence would be required if the development were
to be given the go ahead.

Protecting the ditch at the boundary with the gardens in Wheeler's Way
- 2
smaller homes would be preferred as opposed to larger houses or given the
scale of the properties, one house may be better.

Insufficient parking given the size of the properties.
- There
is concern that there may be Crested Newts in the ponds; does an
investigation need to be carried out?
- A bat
statement is not apparent in the plans. There are said to be numbers of
bats in the garden.
- Would
like the trees/shrubbery maintained on the Wheelers Way side.
Following discussion the
Council voted on the application and the majority vote, with one abstention, was
that the outline plans be REFUSED.
