A meeting of the Parish Council was held in the Village Hall on 6th December 2010 at 8pm.
Apologies: received from Mrs Hobbs and Cl. Kindersley.
Present, Mrs Handley, Mrs Pritchard, Mr Huddleston, Mrs Glasse, Mr Dinsdale, Mr Blatch, Mr Tebbit, Mr White, and, in the Chair, Mr Dalton. Cl. Mrs Heazell was also present.
Minutes of the meetings held on 25th October were approved and signed.
Matters arising from the Minutes
1 Nixon's Hall Tablet. No change
2 Land Registration of Parish Property Declaration. This remains in the hands of the solicitors.
3 Road at St Helen's Transfer. Nothing further to report.
4 Trees at 2 Wheeler's Way The SCDC housing manager is said to be handling this at present.
5 Hedge at Wimpole Road. This is in the hands of the Highways Department.
6 Standing Orders. A copy has been circulated
7 Youth Bus and 100 Club Plan: Mr Blatch had prepared a paper showing the projected costs of the bus (see attached paper) fortnightly until April 2011 and then weekly for the following year. He estimated that the total cost for a full year would be about £3000 and that the 100 Club could raise about £1,700 a year. The cost would be reduced if we used a local helper and paid the CRB fee of £28 for him/her. The general feeling was that this was such an important asset to the village that the PC should consider contributing in the region of £1,000 to the project. The exact sum would be decided when the 2011/2012 budget was agreed at the next meeting.
Mrs Tebbit was working on the necessary preliminaries to setting up the 100 Club.
8 Telephone Boxes: Glass has been received and will be installed.
9 Salt Bins These have been delivered and put in place. Sand and salt will be delivered this week.
10 Cycle Path Eversden to Comberton Still no progress with Sustrans.
11 Recreation Ground Multi-Use Games Area. Mr Dalton reported that he had agreed a site meeting with a SCDC Tree Officer on 9th December at 2.30pm. Mr Tebbit and Mrs Glasse will also attend.
12 Dog Bin at Recreation Ground. This has now been installed by SCDC with no charge to the PC.
13 Exception Sites. Mrs Pritchard circulated a report on the meeting which she had attended outlining the various presentations made. The final presentation given by Mr Keith Miles, Head of Policy at SCDC was an overview of 'Emerging Coalition proposals for local housing'. This is work in progress influenced by the government's Localism Bill. This may include giving local communities 'right to build' powers where small scale development could occur without the current planning process, subject to receiving the support of 75% of the registered electors. He emphasised that the detail was not as yet clear.
14 Sustainability Act Agreed to support the general ideas as proposed
15 Dates of Meetings in 2011. Dates circulated and approved.
16 Finance
Draft Budget for 2011/12. Discussion took place on this. Agreed to discuss again at next meeting when the final figure will be submitted to SCDC.

17 Planning Applications
15 High Street, Little Eversden Replace Conservatory Approved
20 Cl. Mrs Heazell reported that there was near chaos at SCDC as they do not know how much money will be available nor what the future holds.
Planners had agreed another 950 houses at Cambourne and this may help towards establishing the new secondary school that will be required by 2013. A fourth primary school will also be required in the near future.
She was concerned over the future of the Council's housing stock. Some might be in favour of disposing of it. She felt strongly that it should be purchased as soon as possible while interest rates were low in order to help the very serious need for increased social housing in the area.
